Monaco : Report on Human Trafficking

The Council of Europe has published its First and Second Round report on Monaco prepared by the Group of Experts on Action against Trafficking in Human Beings, (GRETA).

In its report GRETA compliments Monaco on the steps the Principality has taken by adopting provisions in accordance with a human rights based and victim orientated approach to the legislative measures, public policies and domestic practical provisions that are in force in the jurisdiction.

At the same time, in the report GRETA highlights the importance of having in place a general policy document with the aim of preventing trafficking. This would be allied to appropriate training for the relevant professionals to aid the identification of victims of trafficking and their protection, as part of a wider structural policy to ensure proper cooperation and coordination between the responsible entities.

In addition, the policy must extend to legal professionals to ensure the proper prosecution of offenders who are involved in human trafficking.

Generally, all stakeholders involved in the process should have the tool they need to enforce the law and deter offenders. This will include training of state employees, particularly, employment inspectors and the raising of awareness of within the general public.

The report notes that the detection and enforcement of the law must proceed jointly with care for the victims of trafficking together with the care of child victims.

While trafficking in human being does not appear to have taken place nor is currently taking place in Monaco the report’s authors nonetheless request that the measures highlighted in the report are adopted in the near future as part of a Europe wide action against human trafficking.
